iPhone on roaming

Hi guys, anyone of u faced any problems while on roaming? I have a friend who's sim / phone just cannot detect the local networks while abroad, even though her sim is activated to roam. Are there any special settings to tweak to fix this? Basically the friend just can't get attached to a single network signal while abroad..it just says "no service" It doesn't sound like a common problem, so any of u out there could think of a problem that might've caused this? Or a solution would be good Thanks to all of u sifus in advance!

He provided a fake hp no. and a lot of sweet talk to gain my trust.
It was at first believable, because he updated his thread after supposingly returned from the US.
Upon calling the no he provided 012 603 7966, a girl answered.
Claimed that she had completely nothing to do with him.
He later sent me a PM after I had threatened to make a police report, saying that he had lost his HP and the phones were held at kastam, but never offered any explanations after I questioned him about his disappearance and illegitimate HP no. A forumer, dannyojw was the one who supposedly posted on his thread to explain about the stephen's disappearance, together with his email address. But I questioned his identity later after having discovered that though stephen only had 6 spots available for the iPhone reservations, which included 4 units for me and another 1 unit for Sapienzx (whom I got in touch with), and another "SISTER". Not long after I questioned who danny(ojw - ooi jun wei?) was on the thread, stephenchan closed it, despite having sent me a PM saying that he was barred from accessing his account.
