Windscreen

I owned a Proton Waja car, which I bought 1 year ago. Recently it is raining season and I noticed that when I turn on the wiper during raining time, there are some "lines" which are blurr... kinda hard to describe... something like "selulit"
lolz... any advice how 2 make my windscreen after being wiped, will be cleared like when I just bought my car?
My wiper problem or my windscreen problem?
