Chk your MODEM downstream sync rate?

my downstream sync rate in the modem is always reduced to less than 1024kbits/s during peak hours...upstream however remains the same at 512 kbits/s

is anyone else encountering this? tmnet is throttling the connection like this as well...when it goes down to 640kbits/s...my speedometer result is significantly poorer than if it was at 1024kbit/s...
