How to do water proof for tiles?

I want to put tiles on my balcony and I want to make sure it is water proof to prevent water leakage to the car porch below.

Normally what the materials I need and how to do it?

Is it we need some chemicals (milk alike) to put on top of the cement? Or need some glue on the tiles?

Analyst David Joyce of Miller Tabak & Co. said the acquisition will help Disney appeal to young men who have flocked to theaters to see Marvel's superheroes in recent years. That contrasts with Disney's recent successes among young women with such fare as "Hannah Montana" and the Jonas Brothers.

"It helps Disney add exposure to a young male demographic it had sort of lost some balance with," Joyce said, noting the $4 billion offer was at "full price."

Disney said Marvel shareholders will receive $30 per share in cash, plus 0.745 Disney shares for every Marvel share they own. That values each Marvel share at $50 based on Friday's closing stock prices.

Marvel shares jumped $10.17, or 26 percent, to $48.82 shortly after the market opened. Disney shares fell 47 cents, or 1.8 percent, to $26.37.

Disney said the boards of both companies have approved the transaction, but it will require an antitrust review and the approval of Marvel shareholders.

Disney CEO Robert Iger said the acquisition combines Marvel's "strong global brand and world-renowned library of characters" with Disney's "unparalleled global portfolio of entertainment properties" and ability to maximize value across multiple platforms and territories.

Can recommend me some 2nd hand property that range from 100k-200k?

For own stay, not much requirements, as big as possible for the value of the property, not so much crime and as less jam as possible.

Eyeing few locations, Pandan Jaya/Indah/Perdana, Cheras(not further than Leisuremall), Old Klang Road, Kuchai Lama, Sri Petaling.

Questions about getting 2nd hand property

I'm interested to get a 2nd hand condo. I have some doubts here.

1)
a) How to check whether current owner got any outstanding balance in management fees, electric, water bill etc?
By owner and management office itself?

b) Will my lawyer ensure all the bills and fees being settled by owner before ask me to sign SnP? Not very sure about the procedure.

2)
a) The condo already get the strata titles, but the current owner for that particular unit not yet go to apply.
So may i know is the strata title will directly transfer to my name when sign SnP? Or i have to apply myself after i get the house?

b) How much is the application fees?

c) What is the pros/cons getting an unit with strata title compare to without?
