Logon Prompt does not load

About a month ago, one of my domain PC started having this problem. The process goes>>

turn on pc >> POST BIOS OK >> win xp loading screen >> Everything loads fine >> Desktop wallpaper appears and hangs there. No icons, no "applying user settings" (usually I'll get the "CTRL+ALT+DEL to log in" prompt right after the wallpaper loads) but now it seems to be doing nothing at all after the wallpaper appears. I can't even log in for heavens sake!

NO HDD activity. Network activity minimal with a few short burst over a duration of a few secs.

Solution:
Fresh install of xppro
Occurence:
Re-occured again within the next few days after fresh install so then I...

Solution2:
Ghosted from a backup image made from another identical PC. The image was made from another a while back
Occurence2:
Still occured after a few days. zzz..

The setup is: I have a PDC hosting DNS as primary and another secondary DNS server running as a backup. The PDC is running GPMC for all users logged in to restrict certain windows functions and controls. IP address on client PCs are all static and DNS server ips are all configured manually in the tcp/ip box. All users who log in will run a pre-configured logon script that executes upon logon and not before.

Diagnosis done:
1) ran chkdsk and checked hdd for bad sectors. Nil
2) plugged in hdd as slave, scanned for viruses. Nil
3) disconnected the network wire, turned on pc. still no logon prompt.
4) took out the hdd and placed it into another exactly similar pc. Booted up as usual, but still no logon prompt.
5) went to recovery console and replaced logonui with a copy on the xp CD. Issue still not fixed
6) went to recovery console and replaced kernel32.dll with a copy on the xp CD. Issue still not fixed
7) F8 to safe mode. loads perfectly then hangs. still no logon prompt upon loading in safe mode. Just hangs with the 4 corners having the "safe mode" word. No wallpaper in safe mode.
8) told the user not to install the windows updates

So I've pretty much eliminated a lot of possibilities here,
Network issue [x]
Virus infection [x]
Hardware issue [x]
LogonUi.exe/Kernel32 issue [x]
Windows update issue [x]

I dont understand why this peculiar problem occurs. Other domain PCs are logging in as usual
It only happens on this PC, and I have a very nasty gut feeling I'll be installing xp again in the next couple of days.
Could it be a WGA issue or SP3 isue?? I have no probs activating the copy of xp tho these are all genuine xp pro btw The PC's are Dell Optiplex's 330

Any mods or guru's experienced this before and perhaps would be kind enough to share the fix with me? all suggestions and feedback are much appreciated
thanks guys!

btw those of you one liner spammers with posts of no value to the issue will be reported +1

Please don't wait to buy if your laptop use pcmcia slots, as vendors have already started coming out with expresscard slots for laptops, so those of u who have pcmcia datacards are lucky and will be the ONLY ones having these which will be in high demand later on because many many people still use PCMCIA laptops and wireless broadband usage is increasing! plus, expresscard modems are indeed costly..good luck in fighting the digital era splurge
