PC will not POST

OK guys, PC Build is the following:

E2140, previously IBT stable at 2.8Ghz.
Gigabyte P965 PCB v1
2x2GB Kingston DDR2-800 Udimm
HD4670
CM Extreme Power 500W
1 HDD, 1 CDROM, CM GeminII HSF

First, this PC would not POST in the morning after being shut down overnight.
So, I cleared CMOS, and it booted at default settings.
However then I realized the fan mounted on the CM GeminII had stopped spinning. I shut down, checked connectors (no problem) and then replaced fan.

After replacement fan, the PC will not POST again. Clearing CMOS does not help.

Any ideas?

Since I needed a DVD-ROM, I banked in RM20 to him (RM5 is for postage). On slip you can see the transaction date: Oct 14 3pm.

Forward to the 17th, no DVD-ROM, CarGo does not come online. I send him an SMS, to which he replied he is outstation and will send ASAP.
Ok nvm, small thing only, I tell him to let me know.

Oct 20
Still no DVD-ROM. I send seller an SMS, no reply.

Oct 21
I call seller, get voicemail. Send PM warning him by tmrw (today la) I will open dispute. No replies on either channel, LYN records show seller last login is Oct 14.

Oct 22
This thread is opened. Seller has been informed as well.
