Possible that SpeedStep no working?

A friend of mine have a laptop with the centrino duo 1.66Ghz chip in there..

i noticed that it always runs hot, no matter on battery or AC... installed Everest and checked the chip clock speed. Somehow or rather its always stuck at max freq (ie 1.66Ghz).... it doesnt matter that nothing is running. I tried setting the BIOS setting to Battery Optimised or Automatic to no avail... it still runs as hot. and everest still tells me that the speed is still stuck there.

is there anything that i'm missing here? or that i can do?

i already scan my system with ad-ware,anti-virus apps and tune-up by utilities also, by is seem like nothing change~
i found that the software cause usage is 'spooler subsystem apps' is windows apps, any pro can help here? i tried terminate myself but its will open back again~

fail to install windows~

i tried to format the pc and reinstall the new windows to my comp.
but in the install process it appear fatal error which discribe fail to copy the 'asm' file from cd....i already try few diff version windows XP.....it still appear same problem~!

He added: 'I think their (Campbell's and Ferguson's) contracts are up at the end of the year and David (Moyes) has got big decisions to make.

happy to see beattle join the eveton, n rejected the aston villa (coz villa ody hav many good striker)
will eveton become stronger than b4??
coz when moyes hav good player in hand (like rooney n others), they cant hav good result and performance....
but in tis season, they looks like not good but they can present good result!!
So, is beattle join is the good news to eveton??
In my opinion, i hope it wil make eveton more strong.....giv the leader (arsenal n chelsea) more pressure!!
